Regarding such, the operators of allpantypics.com limit their actions to the transmission, storage, retrieval, hosting and/or formatting of the content, be it depictions of explicit or of simulated sexual activity, that is contributed by third-party users of the website. The areas of allpantypics.com on which user-provided content is displayed are under the control of those users. Thus, the website operators and owners are free from compliance with Section 2257 records keeping and labeling obligations as given in 28 C.F.R. §75.1(c)(4).
